Kolkata, November 2025: L2Pro India — the free Intellectual Property Rights (IPR) e-learning platform launched by the Department for Promotion of Industry and Internal Trade (DPIIT) through CIPAM, in collaboration with National Law University (NLU) Delhi and Qualcomm — has surpassed 20,000 learners.
The platform is empowering students, faculty, entrepreneurs, and MSME leaders across India to protect their innovations and convert ideas into valuable assets. This milestone signals a major cultural shift — from creating innovations to strategically protecting and commercializing them.
About L2Pro India
L2Pro India offers a comprehensive self-paced online program covering 11 modules across basic, intermediate, and advanced levels. The curriculum simplifies complex concepts in patents, trademarks, copyrights, and trade secrets, delivered through short videos, e-texts, quizzes, and case-based assessments.
Upon successful completion, learners receive a joint e-certificate from Qualcomm, CIPAM–DPIIT, and NLU Delhi, endorsing their proficiency in IPR fundamentals and application.
How It Began
The L2Pro platform was launched on 14 October 2019 at Udyog Bhawan, New Delhi, as a collaboration between Qualcomm, CIPAM–DPIIT, and NLU Delhi (CIIPC). The goal was to make IP education accessible to startups, MSMEs, and the academic community.
At the launch, leaders emphasized the urgent need to protect and monetize innovation, particularly as India advances rapidly in emerging technologies like 5G, AI, and deep-tech.
Why 20,000 Learners Matter
- More first filings, fewer mistakes: Learners understand how to file and what to disclose, avoiding loss of rights due to premature publication.
- Stronger brands and safer markets: MSMEs and family businesses secure trademarks, strengthening brand identity and market position.
- Better licensing and funding: Innovators convert know-how into licenses and partnerships that support R&D and business growth.
- Negotiation power: Protected IP gives founders leverage with investors, vendors, and partners.
- Faster go-to-market: Clarity in IP steps reduces confusion, risk, and time-to-launch.
- Job-ready talent: Students graduate with practical IP skills relevant to technology, research, media, and manufacturing sectors.
Qualcomm’s Contribution
With decades of global experience in patents, standards, and licensing, Qualcomm localized its proven L2Pro model for India, making IP education simple, practical, and accessible. The program is designed to suit the pace of Indian learners — whether a student studying on a smartphone or an MSME owner learning between work shifts.
Expanding Reach with Turnip Innovations
To bring L2Pro India to a broader audience, Qualcomm partnered with Turnip Innovations, extending the program’s reach across campuses, incubators, and innovation hubs nationwide.
Through IPR career summits, awareness campaigns, and on-ground events, this collaboration has helped thousands of first-time innovators, researchers, and students engage with IP learning and practice. The partnership continues to strengthen India’s growing IP ecosystem by encouraging first-time patent filers and IP-aware graduates.
The L2Pro Movement
At its heart, L2Pro is a movement rooted in dignity for inventors — ensuring that every good idea is protected early and correctly so it can reach its full potential. Adapted from global best practices, the India program aligns with local regulations, helping innovators act confidently at Indian registries, during negotiations, and in commercial markets.
Voices from the Launch
- Qualcomm emphasized localized design and broad outreach;
- DPIIT underscored national accessibility and awareness; and
- NLU Delhi highlighted IP as an essential skill for the digital and industrial future.
This tri-partite effort — uniting policy, academia, and industry — has created a powerful learning ecosystem to support India’s innovation ambitions.
A Human Milestone
The 20,000-learner milestone is more than a number — it represents thousands of individual success stories: a student’s sketch becoming a patent draft, a shop name transforming into a trademark, or a lab experiment turning into a licensed technology that fuels new discoveries.
With Qualcomm’s guidance and Turnip Innovations’ outreach, L2Pro India is helping innovators across the country turn ideas into impact — and ensure they stand their ground in a global market.
